Myron called the meeting to order. The minutes of the February 11th meeting were approved.
1. Database Purchasing Task
Force: Access to the CINAHL (Cumulative Index to
Nursing and Allied Health Literature) database is activated. As for the PSYCInfo
database, the American Psychological Association (which produces the database)
decided it needed its own licensing agreements with the individual ARKLink institutions.
Licensing agreements were not accepted via fax; they had to be submitted via U.S.
postal service, which undoubtedly slowed the process down. No progress has been
made with the MLA Bibliography database. Bob said the task force was waiting for
PSYCInfo to start up before moving on to MLA. We may have to re-survey the
ARKLink institutions to see if there is still interest in the MLA. Smaller academic
libraries may find consortial pricing more advantageous than larger institutions, Bob
said.
2. Resource Sharing Task
Force: Peggy stated that libraries need to submit the Needs
Assessment Survey on the ARKLink website by May 1. Currently there are only 10
respondents
out of all 47 libraries. Peggy asked for libraries to fill in all
applicable comments and
suggestions that apply to their particular libraries. She stated that the
comments
may be the most important aspect of the survey for ARKLink's
purposes.
3. Collection Development Task
Force: Amanda handed out a copy of the minutes from
the last Collection Development Task Force on March 10, 2000 at UALR.
A copy of these
minutes are available
here. It was stated that the best way for the Collection
Development
Task Force to get in touch with acquisitions staff at all state-wide academic
institutions
would be the ARCULI listserv. The task force is also finding out which
electronic journal
vendors are willing to work with ARKLink. Currently, the vendors include
Project Muse
and OCLC's Electronic Collections Online.
4. Funding Sources Task
Force: The task force had no report but Kathy Sanders did
hand out Draft #5 of the White Paper for ARKLink.
A discussion took place over
informational content and if there were any comments or corrections, they should
be
emailed to Kathy Sanders. All comments should be sent to Kathy by April
21. At that
time, the final white paper will be sent to the ARCULI listserv seeking the
input of all
academic librarians in the state. After that all Library Directors will be
asked to vote on
approval of the white paper early in May. Another discussion started
around the format
of the white paper and it was decided that the best format might be a trifold
handout.
Discussion on distribution of the white paper started when Bob Yehl thought that
the State
Board of Higher Education, individual institutional administrators and our Board
of Trustees.
Other organizations and individuals who should receive the white paper were also
discussed.
It was recommended that David Glick should copyright the ARKLink webpage.
Henry Terrill passed out information on how to achieve Tax Exempt
status and discussion ensued.
Susan Goldner volunteered to discuss with a UALR Law faculty member the issues
of Tax Exempt
status and how to Incorporate an organization.
Mary Ryan, Henry Terrill and
Susan Goldner voluntered to serve on the Ad Hoc Governance
Task Force. Susan Goldner will serve as chair of the Task Force and within
a year from now, there
will be a formal structure in place for ARKLink.
The
ARKLink co-chairs (Janet Parsch & Myron
Flugstad) announced that their term of office is up
April 2000 and what does the membership want to do. The ARKLink
membership decided to
unanimously re-elect them and extend the terms of office for all 6 executive
board members for one
more year. At that point there will be a more formal structure and
organization to ARKLink.
Juana Young announced that the domain name for the ARKLink webpage will be arklink-libraries.org.
The next meeting will be held at Henderson State University in Arkadelphia on
Friday, June 23 at 11 a.m.
Lunch will be provided by Huie Library at Henderson State University.
The meeting was adjourned at 5 p.m.
